The leak was caused by a burst hose on level 12 (the plant room). A tap connected to it was being used by the window cleaners. The hose reel will be replaced and the window cleaners have been asked to use the taps on the outside of the plant room. Cleaning services have sucked up all of the water they can but there may be a musty smell on level 11 till it drys out completely.
