This from ICTS:

On Sunday the 24th July 2011 between 10 am and 12 noon the Staff Exchange mail servers will be rebooted to correct an ActiveSync issue that is affecting some users. There will be a 10 minute outage for each server as it is rebooted

Library notices do not use Exchange so will not be affected by this.
