It does look to me like Engineering students/staff but not sure about the uniforms – school or sport?
Which building is it, can we tell?

It looks like the old Engineering wings.
It looks to me like the Engineering School. They were the first to move out from the city (I think.) Canterbury College did have a blazer and I remember one academic staff member telling me that the Colombo Plan students from Malaysia wore blazers for a while after the fashion had finished among the local students.
