According to UC pages, it is permissible to copy "10% or 1 chapter, whichever is the larger" for teaching purposes, but students "must not a copy a whole chapter".

My summary of almost everything I’ve read on copyright is ‘endlessly fascinating but consistently unhelpful’.
So why does our website forbid students to copy a whole chapter? Isn’t it possible that copying a whole chapter might be within fair dealing in some cases? The Act doesn’t specify that a whole chapter is outside of fair dealing does it?
